The City shall prepare a climate change vulnerability assessment strategy to evaluate the cities susceptibility to climate change impacts and identify tools and strategies to mitigate impacts and create a more resilient city. The City shall submit an annual report to the City Council on implementation of the strategy.

Hayward's Local Hazard Mitigation Plan (LHMP) was adopted in 2016. The LHMP includes vunerability assessments for fire, flood, and droughts. Vulnerability to sea level rise has been documented and included as part of the City's Shoreline Master Plan, which was adopted in February 2021.
