Business attraction, expansion and retention is an ongoing process in the City of Hayward.  Staff monitors reports on industry trends, sales tax leakage reports, vacancy reports, and other resources to determine what the current need is for the business community.  Staff also works with other City departments in identifying those businesses that are looking to expand their operations and to ensure the process for those expansions is a positive experience for the business.  In 2020, City staff worked closely with the new property owners of the former Kmart site on Mission Boulevard to bring forward a reuse plan that retains a 100 percent commercial use. The proposal includes two national quick service food brands that are new to the Hayward market.
